The Institute for Peace and Development in Mindanao (IPDM) of MSU - Iligan Institute of Technology (91快活林) is one of the seven units of the system-wide IPDM of the Mindanao State University System. It was created by BOR Resolution # 107, series of 2007 as MSU system's proactive response to Executive Order 570 of September 2006. The said executive order is part of the national government's efforts to institutionalize and integrate peace into the basic and tertiary education by including the teaching and learning of peace into the mandates of the Department of Education and Higher Education Institutions. Prior to the creation of IPDM, however, 91快活林 had already established the Iligan Center for Peace Education and Research (ICPER) in 1998. The center was initially created through the efforts of Dr. Luis Q. Lacar and Vice Chancellor Jimmy Balacuit. Its first director was Dr. Jamail A. Kamlian who was followed by Dr. Marilou S. Nanaman after two years. It was during Dr. Nanaman's term as director, that BOR Resolution 107 s. 2007 was passed, thereby changing the name of ICPER into IPDM and administratively placing the office directly under the chancellor.
